Andrew holds a Bachelor of Science degree in Civil Engineering from Manhattan College and a Master of Science degree in Transportation Engineering from the New Jersey Institute of Technology and is a licensed Professional Engineer in the States of New York and New Jersey.
He is responsible for managing the day-to-day functions of the Engineering Department as well as supporting the Chief Engineer in the implementation of the departmental vision plan. This includes continual process improvement, digital transformation, enhanced industry outreach, staff talent maximization, and improved project delivery.
He has over 26 years of construction industry experience including 22 years with the Port Authority. His most recent role was Chief of the Construction Management Division within the Engineering Department. In this capacity, he oversaw a staff of 625 engineers across all facilities, managing projects of a combined value of nearly $30B comprised of agency and private funding. In his tenure, Andrew has worked at nearly every facility in varying capacities, with all lines of business, and has extensive experience with various project types and sizes. These include the rebuilding of the World Trade Center, the new Newark Terminal A and supporting infrastructure, the Bayonne Bridge, and several Hurricane Sandy Recovery projects at PATH and the Holland Tunnel.
