Frank J. Seney, Jr., PE, has more than 40 years of engineering and project management experience specializing in bridges, highways, stormwater systems and infrastructure improvements. He provides senior leadership across all project phases including design, planning, inspection, construction oversight, emergency response, condition assessments and capital planning, with responsibilities encompassing client and regulatory agency coordination, schedule and budget management, quality control and technical deliverable review. His experience includes consulting engineering, bridge inspection, bridge rehabilitation and replacement, roadway and resurfacing design, culvert replacements, traffic and intersection improvements, construction management and transportation infrastructure projects for various agencies, counties and municipal clients throughout New Jersey. Frank holds extensive FHWA-NHI certifications including Bridge Inspection Refresher Training, Safety Inspection of In-Service Bridges, Fundamentals of LRFR, Non-Redundant Steel Tension Members (NSTM) certification and Tunnel Safety Inspections, along with a B.S. in Civil Engineering from Rutgers University.
