Paul F. Sprewell, Esq. is a seasoned public-sector leader with more than two decades of experience advancing civil rights, regulatory policy, organizational equity, and strategic governance across New Jersey state government. He currently serves as the Director of the Division of Civil Rights and Affirmative Action for the New Jersey Department of Transportation (NJDOT), where he provides executive leadership in ensuring equity, inclusion, and nondiscrimination throughout the department’s programs, workforce, and contracting activities. In this role, he oversees investigative integrity, contractor compliance, and statewide civil rights partnerships, while serving as NJDOT’s liaison to the U.S. Department of Transportation, the Federal Highway Administration, and other state and federal enforcement agencies.
Paul also leads NJDOT’s External Programs guiding critical civil rights programs related to business participation, workforce development, and regulatory compliance under federal and state statutes. His work strengthens access to contracting opportunities, supports disadvantaged and emerging businesses, and ensures equitable workforce practices within NJDOT’s capital program.
Paul also served as Director of Legal and Policy at the New Jersey Office of Information Technology. In that role, he oversaw statewide IT policy development, provided legal guidance to executive leadership, led administrative hearings, and advised on legislation and agreements shaping the State’s technology infrastructure.
During his earlier tenure at NJDOT, Paul led rulemaking, legislative analysis, and administrative actions as Manager of Administrative and Regulatory Actions, directing department-wide policymaking and serving as Acting Director of the Division of Legislative, Administrative and Regulatory Actions. He also spearheaded the development and execution of small, minority, and women‑owned business policies, fostering statewide collaboration and strengthening equitable access to transportation contracting opportunities.
Paul’s career in public service includes additional analytical roles in transportation, law enforcement, legislative research, and administrative hearings. He began his professional journey as a Judicial Law Clerk in the Superior Court of New Jersey.
A veteran of the United States Navy, Paul served honorably as a Hospital Corpsman (FMF). He holds a Master of Science in Information Systems from Drexel University, a Juris Doctor from Temple University’s Beasley School of Law, and a Bachelor of Arts in Psychology from Rowan University.
