Vikram Dogra, PE, is Senior Vice President of Capital Delivery at NJ TRANSIT, where he leads the agency’s capital program and efforts to modernize and strengthen New Jersey’s statewide transportation network. His responsibilities encompass capital planning, design, engineering, equipment strategy, construction, and program delivery, with a focus on advancing state-of-good-repair investments while positioning transit infrastructure to support economic development and transit-oriented communities.
Vikram brings extensive public- and private-sector experience in transportation, infrastructure, and organizational transformation. Previously, at the Massachusetts Bay Transportation Authority, he served as Deputy Chief of Capital Programs and Chief Fare Transformation Officer, helping lead a major expansion and modernization of the agency’s capital program. He has also advised public agencies across North America on capital strategy, program delivery, mobility, and institutional transformation.
He holds an MBA from the MIT Sloan School of Management, a master’s degree in civil (transportation) engineering from the University of Florida, and a bachelor’s degree in civil engineering. He is also a licensed Professional Engineer.
