Bill Brooks is an executive leader with extensive experience on both the owner/client and consulting sides of the transportation industry. As Senior Vice President and Director of Strategic Operations for Urban Engineers, Bill works with Urban’s Executive Team to advance strategic priorities, strengthen organizational performance, and develop initiatives that support long-term growth and exceptional client service.
Most recently, Bill served as Senior Vice President of Capital Delivery at NJ TRANSIT, where he led one of the nation’s most complex transit capital programs. He directed a large, multifunctional organization responsible for delivering NJ TRANSIT’s $9 billion, five-year capital program. Previously, Bill served as Director of Engineering and Chief Engineer for the Delaware River Port Authority (DRPA), where he led the engineering department and oversaw development and implementation of the agency’s capital improvement program across its facilities. Between his tenure at DRPA and NJ TRANSIT, Bill spent 15 years in executive leadership roles with national engineering firms, with a primary focus on transportation.
Bill is a licensed Professional Engineer in Pennsylvania and Delaware and has been actively engaged in the transportation and engineering industry throughout his career. He is a longtime member of ACEC NJ and has served on various committees, including as Chair of the Port Authority of New York and New Jersey Business Practices Committee. He is a past President of the Southern New Jersey Chapter of the American Society of Highway Engineers (ASHE), a member of the NJ Alliance for Action and the American Society of Civil Engineers (ASCE), and currently serves on the Board of Directors of the Southern New Jersey Development Council.
